On Amendments to Certain Laws of Ukraine on Expanding the Powers

Therefore, it is believed that the changes introduced by the Law of Ukraine " of Local Self-Government Bodies to Support the Security and Defense Sector of Ukraine" are aimed at strengthening the role of local authorities in ensuring national security. These changes allow for a more prompt and effective response to challenges associated with martial law and other emergencies, which contributes to strengthening the country's overall defense capability.
The above-mentioned regulatory legal act has both positive and negative aspects. This law provides the opportunity to quickly respond to threats arising during martial law by introducing new powers for local governments. In addition, special database granting local councils the right to hold remote meetings allows maintaining the continuity of management processes even in conditions of increased danger. It is believed that financial and material support from local councils will strengthen the country's defense capability at the local level, and the exclusion of certain legislative requirements for draft decisions related to security and defense will allow for faster adoption of the necessary decisions.
However, there are also disadvantages. Reducing regulatory requirements can lead to abuse by local officials if enforcement is inadequate. Another negative factor is that ensuring the identification of participants and recording of voting results can require significant technical resources and training.
